Sorry for the delay in response.
1) Check whether your classic editor is enabled or not. To check go through the WPBakery Page Builder > Role Manager > Backend editor.
2) For Slider timings, Go to theme options Appearance > UltraNet > Sliders here you can find all sliders settings.
3) For the topbar and footer menu go through the Appearance > menu create new footer menu and topbar menu. And in Appearance > Widgets add topbar and footer widgets and add menus.
4) Use icon box shortcode and you need to add custom CSS code to achieve the desired output.

I have the same issue and read your post. I see his answer but it is unclear if classic editor should or should not be enabled to fix the issue, Do you know?
