The Image Carousel is not auto-resizing as the column it’s in shrinks down (responsiveness). And if I select a larger size photo, then even on desktops it overlaps.

Hi, Image Carousel is an outdated element which has few drawbacks this is why it is highly recommend using Post Grid or Media Grid elements instead with which you can easily replicate Image Carousel behaviour.
