When I click Packages, then Packages Settings the page only shows 3 tabs, General Settings, Localization, Email Settings.
But none work. Tried Manual Update Plugin with the .zip in the original install zip but didnt fix it.
can you clear cache of your browser and try?

I had the same issue. Resolve it by uninstalling plugins that are not compatible.
