I not used slider and animation on my website.

Please help me to remove unnecessary js & css to have less pagespeed time. I dont have too much content on first page and 14s is too high.
If you check in the https://gtmetrix.com/reports/www.persianwhois.com/LUIt0V3h I don’t see anything which shows to make fewer js and CSS. Try using some compression settings as guided on the gtmetrix and see. Setup the expiration for the content and use a content delivery network (CDN) for the scripts
