Use Pest Categories shortcode and select option order by name, id and so on as per your requirement.

[pest_categories order= "ASC" orderby="id" cats="220,231,221" title="true" limit= "4" columns="3"]

How do you obtain the three digit ID number for each pest? I’ve tried to order the pests by name, but they still show up in a different order than what I want.

My URL is https://maxpestmgmt.com/?page_id=85 and the order I want on row one is spiders, ants, bed bugs, termites, roaches, mosquitos and on the second row is rats&mice, fleas&ticks, clover mites, carpenter bees, pantry pests, silverfish

You can use the menu_order for custom display order for that you need to come online on Skype so that I can remote access your PC and show you the walkthrough. Regarding the 3 digit ID Numbers are not possible as it is default ID automatically generated by the WordPress.
