Are we able to add a background image to a pages content? Not the overall site background

Page background image option will work only if the theme is set to boxed option then only the background image shows.

Are we able to add a background image to a pages content? Not the overall site background. If not, could this be added?

Yes you can add background image to a page content using section shortcode.
