So I have 4 different types of vehicles and all packages will applied to all vehicles however some packages vary in price by the type of vehicle, is this something that can be done?

Also instead on the Step 2 can we change the Minutes to Hours? or just remove the minutes all together?

1. Regarding the varying in the price for packages by the type of vehicle, you can clone or duplicate the packages ( For eg: Ultimate Wash ) and just change the price for the duplicated post. For the duplicating the posts you can use this plugin https://wordpress.org/plugins/duplicate-post/
2. Regarding Minutes to Hours, I will let you know by the end of the day.

Regarding Minutes to Hours, we have added this functionality when minutes exceeds 60mins. We are going to release a new version with this functionality with in 2 hours. You can download and install it but please take a backup of the old theme before you update it to latest version.

Sorry but I guess Im confused. This are Packages not Post, I have one Book Now Page and if a client clicks on Coupe I want the price for the same package to be different than lets say a Truck.
