Hi aivah! I have some problem.. help me please.

I have set my site. but Suddenly, My post link is not work. In my thought, it is permalink problem.
My permalink is basic setting. Such as

my site link It is work! very well..

but, http://harmonykorea.net/?artists=%C3%AD%C2%95%C2%B4%C3%AB%C2%A0%C2%B9
It is not work, because artists argument part is broken in my language. but, the post is exist!
It is real url. http://harmonykorea.net/?artists=%ED%95%B4%EB%A0%B9

My language is EUC-KR. It is korean language.
not so long ago, I remember It was perfect. but, Suddenly not work. plz, help me please.
